The windows-2019 GH runner we used to use to test packages has been removed: actions/runner-images#12045
Add the Windows 11 version FLARE uses for testing to the tested versions.

Update the tested versions by:
17763, the version windows-2019 GH runner uses as it has been removed (The Windows 2019 Actions runner image will begin deprecation on 2025-06-01 and will be fully unsupported by 2025-06-30 actions/runner-images#12045) and we do not use it anymore
